Finding the history on an ex-poilice vehicle

does any body know who to contact regarding the history of a 1991 ex police vehicle during it service with the police.
It was first registered in london.
I have spent over £15 on phone calls to various police authorities, with no luck

ye you need to speak to the transport service manager but if the vehicle has left there ownership for more than 3 months you dont stand much of a chance in getting any history we tried to get the history for my hicube but as we had it for nearly 4 months we didnt have any luck they seem to erase their records good luck you will waste a lot more money trying to get hold of him/her as they are really hard to track down
