I dont' think that the whistle is a parameter of much importance. it is dependent on the intake filter, air box, silencer , etcc
Even the latest BMW can be heard whistling when accelerating, although its a fine noise.
If he has pressure above atmospheric in the inlet manifold, then most probable the problem comes from the fueling, or timing systems.
I point to the timing, since he hadn't changed it since the swap. Or faulty tensioner!
Has been considering this for a long time: What are the advantages of using timing belt instead of chains? Maybe to give the engine a service (water pump etc) when required to change belt?????
