Did you pin the fly, cam and IP before installing the belt? Did you slightley loosen the 4 IP sprocket bolts to allow the belt to settle under tension? If you did all that try this.
Pin the engine again, slightley loosen the 4 sprocket bolts, noting where they are in their slots. Put a spanner on the IP hub, withdraw the IP pin and advance the IP clockwise by 1 mm measured in the IP sprocket pulley slots. Tighten the 4 bolts whilst holding the IP in the new position. Pull the other pins out and try to start the engine. If it kicks back it's too far advanced, revert to the previous pinned setting. If it runs watch for smoke. It's suck it and see time as far as how much advance to use, 1 mm won't do any harm. If no smoke try turning up the fuel, check for smoke and performance.
NB. A banana won't run much better than a properly set up pancake.
