It's a solenoid for the cold start lever, which, often than not, doesn't work, but generally isn't needed anyway and won't make a difference to be there but not wired up.

The camper has one but it's the first of 5 mk5's I've owned with one fitted, and as it's a manual pump swapped into an EPIC turbo setup it didn't have one from the factory anyway. I've left mine unwired because all it does is draw current when the engine is cold without actually doing its job.

If you're really bothered about the cold start working get a choke cable off something and use that, worked a treat on the first mk5 I had, which had a mk4 engine with the cold start function actuated by a plunger in the cooling pipes which didn't work either.

Mmm, I'm learning stuff now....

I take it this heats up electrically rather than using coolant temperature?

That pic is a stop solenoid, the waxstat basically pulls on the cam plate to advance the timing slightly for cold starting.
Cable on earlier models, electric on later models
