Help please Lucas CAV!

Hi, Im hoping someone can help! I have a 1989 2.5D 4AB lump with a Lucas Cav Dps pump! I have totally rebuilt the lump! I'e everything including new pistons, Valves and springs, bearings, rockers, Everything! On start up the van was smoking! So removed the pump and had it reconditioned also installed new injectors! On start up, Still smoking like its over fueling! Messed around with the timing but still no joy! A local garage has said to me that the pump needs regulating! Does anyone know if this could be true? And if so how it is done? I am tempted to take it to the garage to be sorted out, But as the garage charge €96 an hour I am a little hesitant to say the least! Thanks for any help or advise.
