P1178 means the cambelt is incorrectly timed. (i.e. the timing of the injection pump is outside the expected range compared with the the crank position sensor)

If its "close" then a jump from power to over-run could well be whats throwing it out

It was opened up again to check the cambelt timing and all was spot on. (pegs in holes etc). So that's a second garage that has checked it.
Is there any timing adjustment within the Lucas EPIC pump itself?
It's just so strange that it runs and starts so well except from hot.

I don't quite understand what you mean - If its "close" ?

sluggish when warm, ok when cold, could be the starter motor has seen better days.
