Those inner wing fuses are notorious for looking ok but when tested are not passing current, so a visual check needs confirming with a test to see if current is actually passing.

Tried new fuses and still not starting replaced relay with new ones still nothing

If you check the voltage in the wires coming from the fuses and plug/unplug the fuse you can see if it changes.
