1999 2.5 TDI starting issues

when i go to start nothing happens other than a single click coming from the drivers footwell .
ive read about both starter inhibitors and relays and obviously the starter motor but I cant seem to find the location for the former 2 .

anyone else had a similar issue ?

Firstly, Does the starter work with a direct feed to rule that out, then there are fuses under the battery tray on the inner wing and relays under the passenger cubby hole in the dash, and fuses and relay in the main fusebox.

check the relay and fuse in the black fusebox mounted next to the injector pump, it might have got flooded
