94 2.5di high idle / ignition problems

I have a 94 Transit with 2.5di 63kw engine and Lucas EPIC fuel pump.

It has some issue with high rpm on idle and also starts only when the ignition key is turned fast. If you turn the key first ant then try to start the engine it shut downs immediately.

I wonders if this might be fuel or vacuum problems?
