Fuel filter electric thingy

Hi, 1st post as a newbie Transit owner in the last week. Ex BT 76hp, SWb 120 on an N plate. Nice enough wagon, but whilst sniffing arounfd the nearside, spotted a solendoid or filter thing close to the tank with 2 leads dangling next to it. What is this item, why isn't it connected and what happens if it is not connected ?
Vehicle runs well enough though ...

so whats the electric plug on the diesel filtre for?
these oil burners are new to me so forgive a newbie question :?

water sensor if it plugs on to the bottom
