It has been done but I think you'll find that if they are fitted in the bumber then they will be too low to be classed as driving lamps.

Right so really nothing to do with the fog lights at all. You want to fit them on top of the bumper in the centre, I get you now. This is where the RAC ones are fitted, not sure if they use brackets or just go straight through the bumper.

Assuming Mk 5 Smiley.....
I made 2 brackets from 1 1/2 inch by 1/4 mild steel bent into an "L" shape with a slight kink in the long side. I fed them down between the top of the bumberand under the front panel and used the Torx bolts holding the bumper to fix them. There was just room under the top of the bracket and above the bumper for the nut of the spotlight. Had to slide the nut in then drop spotight bolt through bracket while turning nut with spanner.
Ran an earth wire to each light as brackets were painted. Wired my relay from Main Beam via a switch.
Use a bit of tin or ally to make a pattern and get the bends right.

erm?? how can lamps be 'too low' to be classed as drving lamps???/ i far as i understand, if the lights switch on and off with the main beams then they are 'driving lamps' and if they operate on a separate switch and do not go out when you dip than they are 'fog lights' nothing to do with their position on the vehicle.

peogeut 205 gtis have lamps in the bumper that are almost on the floor in the front bumper, but because they work on and off with the main beams they are 'driving lamps'.

will of cause eat my words, if someone can link to offical information to prove otherwise.

if they dont on and off with the main beams,

police forum wrote:Notwithstanding the difference between bulb and lens types for different types of light...

A pair of fog lights can be fitted up to 1200mm off the ground.

"Driving lights" can be fitted in pairs anywhere that points forward.

But...

..."driving lights" must be wired so that they go off using the same switch as your obligatory main beams.
(Schedule 5, Parts I and II of the Road Vehicles Lighting Regulations 1989)

and...

...fog lights must only be used in conditions of seriously reduced visibility, and mustn't dazzle.
(Regulation 27(2) of the Road Vehicles Lighting Regulations 1989)

..........

so if your lamps go on and off with the main beams, they can be fitted anywhere on the front of the vehicle. 2 inches, 2 feet, whatever you want

the ' fog or falling snow' only applies to fog lights, lights that are operated seperatly from the main/dips
