Loss of power on 96 2.5td,

my van hates me.
I've now spent probably 30 hours searching this site for possible answers and come close several times, so I've now joined to post this and hopefully someone can help.

i bought the van 6 weeks ago off a.....bloke.
its a 190 TD LWB 1996 n reg 2.5TD
it has the epic injection pump dsa1096 00919 fng

the problem is, it has a intermittent loss of power which only come into play when you turn the engine off and on.
example: i can jump in first thing and it will start cold first time, and i'll drive it to the shop,great, lots of power. after i come out of the shop and jump back in no power.
max 3000 rev and just nothing as far as push or popwer. its embarrasing. up hill i'll have to drop down the gears to 2nd. i guess this is limp mode but i'm getting no light on the dash.
its 14 years old and has 86000 miles on the clock so i'm guessing its been messed with by some ....bloke.

i have changed the fuel filter and air filter.
i have discovered it could be:
bad wiring connection
epic pump problem.
turbo problem.
fuel tank problem.
cam belt problem.
there is also a lot of thick matted black oil at the back of the engine. looks fresh but never leaves a patch on the floor.

i have yet to have it fault code reading done so apologies for not being fully prepared.

i'm also getting a noise from the front passenger wheel which i guess is a bearing. so many problems with this van.
this site has been a godsend in the last few weeks. so thanks for that.
i want to keep this van but it's starting to look like i made a mistake. tell me it's worth fixing.

oil could well be from a rocker cover gasket leak, which ive found affevts the power output. i replaced my gasket last week and i cant beleive the difference powerwise

i'm in birmingham.
no delay between turning off ignition and engine stopping.
i plan to get the fault code reading done later this week.
torque sleeve? is that something anyone could do?
the problem is so intermittent. never creeps in or out. just decides when i'm starting it whether to be fast or turd slow.
could it also be the cam belt? should i get that checked too?

i'm starting to think that this time i've been had. may have to cut my loss's and run
