noise from air filter 2.5di help

hello....... i have a 96 2.5 di tipper which the air filter sounds like a exhaust plus will not pull at all what is wrong !!!!!!!!!!!

Make sure that the filter housing is fitted down correctly and all the screw/bolts are in... induction noise is awful if there is a small gap anywhere above the engine
