i bought the van and was told it had been serviced I have had new clutch put on timing chain done and all brakes replaced. Then van just sounds rough it has no pull to it dies a death on hills even unloaded and when putting engine under any duress on hills blows black smoke out,I understand its an old van but think it should have more about it and wonder if its turbo on way out , air getting into system etc.

Sorry pal,Don't have a great deal of knowledge when turbo is involved ,dont have a lot of knowledge on anything in particular but on non turbo i could have suggested a few mods to do that DO make a difference for the better . Egr - Fuel return - adjusting pump etc but i feel things are a little different with turbo variety so best wait for input from people in the know.

Did the service include the fuel filter? If so a few on here have experienced problems with the filter not being seated properly thus letting air in. Couldnt say for sure but seems to have the same symptoms! Hope ya get sorted!
