It may be worth looking at what disability aids can be fitted to vehicles if they do column extensions you would expect them to be type approved.
My hobby is marshalling on car rallies and M sport who run the FORD WORKS rally team do fiesta rally cars for all the different classes in uk motorsport from starter to the top national championship cars and none of them have a air bag and the top spec car has a extended steering column and the foot pedals are mounting on the floor and the seats are moved back to give extra side impact protection for the crew from the B pillar and roll cage so when they are 3 years old they need a mot to be used on the road and will be done at garages anywhere in the uk so I think they’re must be some flexibility in the test unless they are classified as a kit car .
On the seat swivel and mot never heard of anyone having a problem if it’s securely locked in place when I first fitted mine they had slight movement I didn’t like so I removed the locking catch and drilled a hole in both plates welded a nut underneath at the front and back of the swivel and use two locking bolts so they have no movement at all when in driving position
