Headlight leveling not working

Can anyone help me with this please, my 2007 transit head light level adjustment doesn’t work, I’ve changed the switch and both the motors and also getting a live at the level motor end , if my dash cluster has any issues (ie) dry soldered joints etc then could that cause the issues at all, any advice would be appreciated thanks
