I Must admit i find this odd. I googled it and it sort of says When a price is quoted as "plus VAT" in the UK, it means that the advertised price does not include VAT. The VAT must be added to the given price to understand the full cost. For businesses, this is a common practice as they list prices without VAT, expecting that other businesses can claim the VAT back.

Now this is very odd due to selling on ebay with this fixed price

the image shows the price you pay so in my mind hes being naughty or i've lost it, if i,m a regular person, none business and orders that engine at £1650 as i,m not a vat registered business I don't pay it.

the postage free part I got wrong, it means collection but he charges for postages which is ok t do.

I'd still rather have a full complete engine that's had no issues , decent mileage and all the extra bits you need like injectors etc, I'd only ever trust a rebuilt engine if it was me that built it

Not sure if this may be of any help, about 7 or 8 years ago I bought a recon engine from these people, I must add that they were very good to deal with and I had no problems at all. I know it was quite a while ago and I sold the van some while back.
There was a delivery charge but I cant remember how much, we also had to polythene wrap the old engine ( so as no oil spillage for the courier they used ) before sending it back to them in order to get my deposit back.

I kept their details for all these years in case I ever needed another engine !

The price is in line with other "low end" prices on ebay, as for the phone call he probably wants to check and double check your engine code and why your engine failed, people can be muppets, i once had a customer supply (courier delivery) a RWD engine for me to fit, shame his van was FWD, his excuse was he didn't know :lol:
