Foam on new Mk7 air filter

I've just recived a new ford mk7 air filter and it has black foam on bottom

Can anyone confirm if this foam should stay in place when fitted? Is it to reduce noise or a second layer of filtration?

It could be both, it must have it's function or they wouldn't waste money on it, it won't have a lot of glue as that would inhibit it's ability.
