EGR valve and a leaking EGR cooler are totally unrelated. Some Transits don't even run a cooled EGR valve, (my 2008 2.4 140 doesn't have a cooled EGR valve), but all Transits have an EGR cooler. The cooler is mainly to help cool the recirculated exhaust gas before the engine consumes it again....the fact that the cooled EGR valves have hoses which come from/to the cooler assembly is just a coincidence, the hoses could come from anywhere in the cooling system and still work fine.
Leaking coolers are often the result of internal corrosion, and the coolant then usually finds it's way into the exhaust.
As davyjcb mentioned, you can just blank off or disconnect the cooled EGR valve hoses and it will have no effect on the valve's operation. Why some have it and some don't is a bit of a mystery.
