The 130 and 140ps euro 4 both have a vnt and it is electronically actuated, there's is the black servo box mounted on the turbo rather than a vacuum actuator.
Anyway the code says wiring fault and that means exactly that, there is an earth or resistance fault detected.
You have 5 pins, 2 go to a motor and 3 go to a potentiometer, so the pcm can work out where the turbo is, that and it sees other data from map and maf to further determine and also from the egr.
Anyway, either the actuator is faulty or wiring /connector to it. Check the connector for signs of damage. You can plug and play another actuator to see if that solves it.
But, first clear any codes and see if it comes back.
Flat batteries etc can bring up random fault codes see.
