Deactivating passenger airbag?

Does anyone know if it's possible to deactivate the passenger airbag on an 05 Mk 6 please, and if so, how? Guy at my local garage said he couldn't do it for some reason. I took it in to see if they could fix the problem I have with the dashboard going blank all the time, or just seeing a series of dashes instead of the mileage. They said they think it's a problem with a circuit board and I need a new one and probably the reason he couldn't deactivate the air bag was something to do with that!? He said they'll have to send the dashboard away to have the new, well, remanufactured, circuit board fitted.
