Rear brakes failing mot

Hi all I'm having trouble with rear service brake failing mot.
Mechanic is happy with the shoes cylinders and adjustments.
Could the load compensator be at fault . Van is mot'ed empty.
Any thoughts and suggestions most appreciated.

Went for retest today, but this time with 1 tonne pallet Pass.
