Rear number plate bolts

Does anyone know if it is possible to remove the rear number plate bolts?

I bought a new van and one of the bolts is sheared off inside of I can't screw the new plate in. The photo shows the bolts from the inside but I can't tell if they are riveted or will pop out?

If the broken bolt is reasonably flush with the door metal on the outside - drill another hole through the plate and door metal and put another bolt/nut in.
On the outside of the door metal, if there is a circle on the outside of the broken bolt the inner part may be held in place by the outer part which has been bent over the door metal, if so it can be ground off.
Then the same hole in the door metal can be used for another bolt/nut.
There's a variety of number plate bolts/nuts.

Was DRRB 74 KW 100 HP 100 cv. Now CYR5 125 HP. PCM could still be for 100 HP.

Thanks for the info.

That's the way I was leaning. One of the bolts in fine and the plate is currently held in by that but I think drilling a new hole is the way to go.
