egr cooler hoses

Hi guys iv just noticed that the egr cooler has had the two hoses removed, on start up there smoke coming from the two steel pipes on the cooler , it's obviously been like this for a while and not sure why ,and looks like the hoses have been redirected.
Can these two outlets on the cooler be blocked off our will I just leave them.

Hoses have probably been disconnected because the EGR cooler has failed internally, hence the smoke from the pipes.

You can either replace the cooler assembly and reconnect the hoses to get it back to how it is supposed to be... or just blank the EGR cooler pipes to stop the exhaust gasses from getting out.

Its just an emissions thing… or more shite to go wrong
