Problem folding passenger seat

Hi, I've just got a 2004 Connect and I'm obviously doing something wrong with folding the front seat down as the folding bulkhead won't fold forward over the seat. It's like the seat should be a couple of inches lower. Any ideas please?

The base of the seat hinges up towards the dashboard, then you release the latch to bring the back of the seat forward and down. Once down it should click down flat when you push on it.
Hope that helps, I replaced both my front seats a few years ago, so just going on a fading memory!
