I think they are all the same, various ways of setting the tension ..recent fords- past 30 years, have a cam and set tension with a spring, you twist the pulley against the spring and line it up with a set mark or hole, ..then tighten centre bolt , once centre bolt tightened they don't move,, the tension is then set. very important to get this right!
The aux belt tensioners do move though..its the spring that tensions them ..no lock bolt on them ,
Here you can see a full 1.5 cambelt install ...you can see it springing before he tightens the bolt that locks it up
if its the 16 valve one then it will be different !!!

so you'll have to go through all the steps in the video if bolt is loose
if so its a wonder the belt has not come off and wrecked the engine
if the wheel wobbles ...and does not move in the plane of the tension ,.,,,,,the bearings buggered. . new tension wheel required .
