Wiper stalk problem

My wipes won't work on first setting works on everything else just got a new wiper stalk and same problem? Could it be the motor? As think it must be f*** as I can move the drivers side up and down by hand and wiper goes of window screen!

When you say "wiper goes of window screen" you mean it goes OFF the screen ? look where the wiper arm attaches to the spindle, pull off the rubber cover and make sure the nut is tight, as for the wiper not working on 1st setting, does it wipe a few times then stop when you press the washer switch

It just doesn't work and if i press washers it just sprays and won't wipe so then I have click wiper down to wipe it! Works on second and 3 rd setting
