Fault code 23.

Hi all,
just got a 07 tdci connect.The immobiliser light flashed constantly,when trying to start it up,although the van wasn't turning over.
A friend who does that sort of thing,coded the key? and now the immobiliser light only flashes as it should.There is a fault code 23
coming up on his diagnostics machine,and he says it looks as if the ecu is not picking up the pump code? or something like that.
With the battery fully charged,if you turn the key,there is a bit of sound,almost like the starter is jammed,although i don't think it is.
The only other thing is the trade centre where i got it from,said it was running fine,until someone jet washed it for resale,but next
morning,it was dead.(whether true or not,i have no idea.)
Any help,would be greatly appreciated.
