2004 Ford Connect Immobilser Code 11

Hi,
I'm trying to help a friend as his connect wont start, and so after waiting the minute we think it is error code 11.
Is it right that the starter wont turn at all, and what would be the next thing to check ?

11- Immo control module not connected (wiring,reader coil connection,control module)

Any idea where to check these as i did the one around the ignition, but should there be a black flat module somewhere?

Any help appreciated
