PAS pipe union

Swapped out my power steering pump today, my question is the pipe union nut supposed to spin on the pipe,as mine does'nt its solid left it soaking over night in WD40 any advice welcome.

IF mk1

IF PIPE S/H - Take the o-ring seal off ..then heat it up with blow torch and attempt to turn the union clock wise / anti-clockwise with pliers until it loosens up

BTW - if this pipe is brand new ...then it should not be like that

if mk2 ...dont know

Honestly I didn't even know a 5.5mm socket was a thing! Seems like the obvious first answer but I asked a couple of guys before posting here and nobody seemed to know one existed.
