Steering Rack Bolt replacement

Hi guys and happy new year to all.My Steering Rack Bolt need replacing on my 2011 transit connect,my question is how long should it take for a garage to do it and can it be done from underneath the vehicle (on a rack) as the mechanic seems to think he needs to go from the top

The bolts can be accessed from below with a 15mm spanner. Half an hour job, if that.
