think its something to do with the vacuum line circuit that control the brakes and the turbo and the egr

never shown in its entirety in the parts diagrams .. two separate diagrams see below links
so you have to sort of guess whats going on ..anyway it all consists of one way valves, sensors etc to keep the turbo bit separate from the brakes and egr .

i would have to pull my own system apart to get even close to explaining it (not doing that)...you'll probably not find anything about it in the haynes manual.

if its inoperative in anyway ..its a matter of replacing pipes working out the valves

See that little pipe on the the one way valve here, pipe marked 2420, the valve is half way along it.

I THINK - this is whats hooked up to it

On mine which has the same version of the engine as his ..it follows this route..shown by the arrows T's off at check valve, click twice to enlarge to full size

i can see there may be a stub on the air filter lid on some models ..mine has the cut out but no stub ..and there never was one on this one of mine ...no hole, no blocked off hole or repaired hole either...so you may be right for some models

The hose/s you have marked with arrows, are 2 seperate different hoses.
The one attached to brake servo check valve is a vacuum supply.

The hose from top of the solenoid is to atmosphere/clean air, filter box.

If your van has no connection in air filter lid,it may have the wrong, later airbox that doesn’t have vacuum operated EGR valve.

The hose on OP pic, needs connecting to air filter lid,the stub is down behind the big pipe, under it and on the bulkhead side.
