Is this correct wiring?

i fear that as charge controller is wholley wired to starter battery , that when full capacity is reached the leisure batteries dont receive charge?

They should while engine is running, and split charge relay is closed, but at key off when relay is open they will only charge starter battery.
Personally I would connect them directly to leisure battery
