Sorry Ake I haven't a clue what an EPIC van is!

EPIC is the electronic injection management.

It looks to me like the turbo engine from an earlier model with the boost controlled injection pump (pretty rare)

To check if the turbo is spooling you really need a "boost gauge" there will be somewhere on the inlet side of the engine that you will be able to plumb it in somehow
