Can you change them without taking the hubs off

Some of the earlier transits the drums wear removable but I never had any luck getting them off I always remove the hub complete with drum just be careful not to damage the seal plus point of this way is it's so much easier to work on the brake shoes and getting the springs on and off and can be a lot quicker

Yes just remove the drum is all that is required.
Make sure and back the handbrake cable if the drum is difficult to remove and also MAKE SURE AND MARK THE DRUM SO IT GOES BACK ON IN THE EXACT SAME PLACE :x use tipex or you can just scratch the drum and a stud, if you don’t you will probably get bad brake judder :( I didn’t mark mine and had to remove both nearside wheels and drum 4 times before I got the drum back on in the correct place  mine is a twin wheeler so was a major pain driving bad judder back home remove both rims on nearside drum off and turn the drum a single stud turn then back on then drive it still judder so on the 4th try got it back to no judder  thank fu** I only had one side off or I probably would never have got it judder free
