DIY bike rack, roof rack etc

Hi all,

I'm in the early stages of my camper conversion and want to get some hardware on the van. I'm thinking of a Rhino-style rack, a rear bike rack (like this one https://www.fiamma.it/en/carry-bike-en/carry-bike-en/bike-carriers-for-van-conversions-741823086/van-conversion.html) and a ladder mounted on the side.

I'm planning on making them all myself with my welder and pipe bender. What's the legal situation with these? In particular, is adding a 10cm protruding side ladder an issue?
