Ford Connect Camper conversion front seat issue.

Hi,

I am converting my 2014 ford connect to a campervan. It currently has the double seat for the front passenger seat. I want to keep this with both seats still being able to be used.

The problem I have is the headrests and seat belt anchor for the middle seat is attached to the bulkhead. Is there any place to move the anchor point for the seat belt so it will still pass a safety inspection and is it acceptable to use the two headrests on the bulkhead and attach them to the seats on a bracket.
