fitting rear seat - ply lining - how to attach?

Hi. I have just got some folding bench seats for the back of my transit.

I have 2 questions:

- How do you fit seats to the floor? Cut away the ply lining and attach to the metal? Or can you attach to the wood? What bolts/fixings do you use and to you need access to the underside of the van?

- What are the regulations about passenger using these seats? They are the kind that fit on the side walls and the seat part folds up to be strapped to the seat back when not in use. Do i have to fit lap belts?

If they are side-facing then don't ask me to be a passenger - it is the most uncomfortable way to travel.

If front-facing then they will certainly require seat belts to be fitted.

Construction-and-Use comes to mind here.

The seats would have to use original manufacturer's mounting points, as would the seat belts.

Anything bodged (like fixing to the plywood) would be very unsafe and would certainly invalidate any insurance.

So under my plywood there are mounting points for a second row of seats? I was thinking of buying another double seat like the front bench to put behind the drivers seat, leaving room by the side loading door to access the back. Would that fit into holes that are already there? I've never lifted the ply it was there when i bought the van.
