You're correct that you shouldn't be using the CANBUS harness - the steering wheel controls are electronically basic to say the least. I've attached the wiring diagram below.

Largely, the radio needs to send a voltage out either pin 8 or 20 at C0240A (that's the big connector for the radio head unit), and receive a lower voltage at the other pin, which essentially goes into an A2D convertor to figure out what to do.
Start by confirming that you're getting voltages on these pins relative to ground, not across the pins. Of the two voltages, you should see one change as you press the buttons. You can also find the wires in the steering cowling at the bottom left (C0218A), but the connector is best left alone, if I recall correctly, the airbag wiring goes through here as well!
