2.2 custom, hesitating below 1500rpm

My recently acquired 2.2 custom seems quite slow/lumpy when setting off (probably upto 1500rpm) it’s certainly not smooth as I would expect when accelerating. My first thought would be the fuel filter which I will change but is there anything else that would cause this (no management lights showing) ?

If its a recent purchase it would probably be wise to throw a new air filter, fuel and oil filter at it. Sorry I dont have any better suggestions.
