Power loss

I have a 2016 transit custom 2.2 and over the last few weeks I have felt a slight loss in power on hills etc, tested turbo actuator and it moves but doesn’t sound very smooth to me so wondering if this is the issue, are they generally noisy on the 2.2 or should it be pretty silent? Just ignition on not engine running. Any help would be much appreciated, many thanks

note if they are that tight .. its not unknown for the little gearbox motor combination that drives it, to have stripped plastic gears
