WANTED BREAKAWAY SPARE WHEEL CABLE

had to cut it off as it was seized solid onto the spare wheel holder, only available as a full unit ie, winding cable and unit, holder and breakaway cable that attaches to chassis, only need the breakaway can you help?

Just had new tire and wheel stolen.
They just left a plastic coated, braided cable - cut through !!
Should there have been a spare wheel and a spare wheel carrier and a break away cable ? ?
