I will say that you need to make right the wiring and check the pcm.
My way would be to install another pcm and see if the codes follow it across, you will hope that they do because it proves the pcm is not the problem.
You've done some extensive testing to diagnose the van but still seem to be at an impasse which has forced you to spend a fair amount of money on replacement parts which as yet, hasn't fully cured the problem.
You need to get a mechanic who has wiring diagrams, ids and if need be a spare van to chuck components about between them.
Not what you want to hear but there it is.
Ps, if ids says the turbo is stuck then you have to get it to not say it is stuck! (It will actually not say anything about the turbo except turbo test passed or similar)
