2012 Ford Transit underneath — is this surface rust or struc

Looking to buy a 2012 Ford Transit 60k miles from a mechanic who has serviced it for years. Put it on the hoist twice, hammer tested the chassis throughout and it rang solid metal everywhere. MOT passed September 2025 with no structural advisories. These are the underneath photos — my main concern is the holed section in the last photo. Is that an outrigger or main chassis rail, and is this a structural concern or something repairable? Is this normal for a 13 year old van.

No ones bothered to answer , not owning one of these, but looking at it .. is that the rear step or a towbar that is bolted on in last picture... i just cant see a whole view of this to see what is what.
