Problem with pre-heater of starting sistem

First, sorry for my bad english.
I,m from Spain and i have a ford transit Reimo 2.5d of 1989.
The problem is when the temp is too much cold, how in a ski resort or in the mountain in winter.

this is de pre-heater, and i think that the problem is electric, becuase i have checked with the tester and i don´t have current with the 2 position of the key.
I have the technical book of the transit, but the electric part isn´t good and the pre-heater isnt .
I don´t know if the signal went of a fuse or a contact of the key.
i try to take some photos to show you.

Right- the pre-heater
left- i think that its the valve. on the right the entry of diesel and down the exit of diesel , and in the top the electrtic coil?but where is the conection?

but for example, the pre-heater appears(number , but the valve not, why?

Surely the block on the left should have fuel/pipe in at top then out at bottom, with solenoid controlling flow of diesel upto the flamestart unit on the right.

You will have to bear with us on this as we don`t have this system in our country,its not cold enough.
Seen a couple but very rare.

I do have some info on the system at work somewhere,will try & find it.

thank you very much, now i have found a little black box withe 2 electric contacts that seems wroken by the water.
Tomorrow i try to found it in a scraping.

I need to have this technical book frag, the book that i bought no says nothing about the COLD STRAT sistem and many more things.
how or where can i buy o discharge this??

This part unfortunately are missing from my Transit
