looks like it's for a wheelchair bound driver, the wheel chair is higher up ya see :)

IT WAS ADVERTISED ON EBAY FRED , MY MATE WAS GOING TO BUY IT,AS IT HAS WHEELCHAIR LIFT, AUTO BACK DOORS, WAS ALSO AUTOMATIC. THEY WANTED £3000 FOR IT. BUT WHEN I SAW THE WINDSCREEN I THOUGHT HE MIGHT HAVE PROBLEMS GETTING ANOTHER ONE IF THAT WAS TO BREAK. IT HAS GONE NOW.
